Service - Competencies Stores the competencies that are required to execute this service. REVIEW_RATING is the minimum competency rating that is necessary to complete the service. COMPETENCY_WEIGHT is a number between 1 and 5 that represents how important this competency is for this service. That is, if the service absolutely requires someone with this competency, then the weight should be 5. If it's just a skill that would be nice to have, then set the weight to a low number.
