Grp Merit Increase Budget Vw GRP_BUDGET_VW is a view which retrieves only the budget values with a salary action type of 'PAY'. This allows the plan to be initialized to budget in the group plan panel, which only handles merit pay increases, not promotions or other types of actions for which budgets may be established.
