Language View for Self Service

Languages prompt view for HR self-service This view differs from LANGUAGE_VW in that the only field shown in the prompt dialog is DESCR. The 3-character language codes in the ACCOMP field are meaningless to the user, so it was eliminated for self service use. The label used for the DESCR field was also changed to be more meaningful.
